Council adopts park rules: no glass, no vaping, reservations restricted for splash pad
Summary
Carlin council approved rules for the new splash pad and pavilion requiring posted rules for permitting, prohibiting glass and vaping, disallowing barbecue near the facility and generally limiting private reservations to protect public access.
City Manager Richard Braithwaite told the council that state permitting for the splash pad requires posted rules and that the draft had been expanded by legal and risk reviewers. Braithwaite said rules must be finalized and posted before opening.
Vice Mayor Cameron Kinney argued "the splash pad and pavilion should not be available for private reservation because they are the only such facilities in the park and should remain public." Councilmembers agreed to remove glass on or around the facility, add "no vaping" to the tobacco/smoking prohibition, and add prohibitions on barbecuing near the splash pad. Parks and Rec and public commenters also supported keeping the facility open for general public use. The motion setting the use and rules as discussed passed unanimously.
