Carlin Mayor Dana Holbrook resigns; council sets application process to appoint successor

Mayor Dana Holbrook told the Carlin City Council on Aug. 27 that he submitted his resignation to be effective once a successor is appointed, and the council unanimously accepted the resignation.
Holbrook said he was stepping down as a retiree and described the city as "in a very good place, with no debt and positive developments," and he offered to remain for a meeting or two to ease the transition. Councilmembers thanked Holbrook for his service.
City Attorney Lauren Landa explained the city's customary appointment process — letters of intent, public interviews and a council appointment — and noted state law allows a special election but that the city has typically used appointment. Councilmember Denise Taylor moved to direct staff to solicit applications; after an amendment to set a deadline, the council unanimously approved closing applications on Sept. 9. Vice Mayor Cameron Kinney said he would submit an application if the council chose to appoint internally; the council discussed but did not adopt holding a special election because of the time and cost involved.
