Carlin council directs staff to revise solid-waste RFP, considers consolidating billing

City Attorney Lauren Landa presented a revised draft RFP for the city’s solid-waste collection and disposal franchise on July 9 and asked the council for direction on multiple operational items. Lissa Campos of Elko Sanitation told the council the current two-bill system (a hauler bill plus a city tonnage fee on utility bills) is confusing and inefficient and said a consolidated bill from the hauler would be simpler for customers.
Councilmembers discussed contract language, container sizes (stating the city uses eight-yard dumpsters and that the draft omitted that size), and the transfer-station permit limitation excluding decaying waste. Cameron Kinney said defining a 95-gallon trash cart would reduce future confusion; Melinda Harris said she "would strongly support a single, simplified bill to eliminate the constant confusion and complaints from citizens." The council voted to direct staff to make the discussed edits and authorized staff to finalize the RFP without returning to council for another meeting.
Staff will update the RFP to reflect container inventories, billing approach and franchise-fee options; the city manager was asked to research an appropriate franchise fee (current $400 may be low) and report back with recommendations.
