Zayogas told the commission that under the town's zoning and recent state-level PUD allowances a business-zone PUD could allow up to 9 units per acre (he cited recent state regulation), potentially yielding up to 54 units; by changing the zone to R12 the applicant estimated the allowable density would fall to roughly 4 units per acre and therefore produce fewer units. "By changing the zone to R-12, our density requirements will then be shrunk to 4 units per acre...so it would go from 9 to 4," he said.
Neighbors from nearby Applegate and Flanders Road raised concerns about privacy, traffic, topography and wildlife, and multiple residents asked for clarity about access, internal circulation and whether any new public roads would be built; the applicant clarified internal circulation would be private. The applicant asked for a continuance to return with additional materials; the commission agreed to keep the public hearing open rather than close it at this meeting.
Because key technical details and additional materials were requested, no vote was taken and the item remains under review.
