Commission approves fitness studio conditional-use permit at Manor Avenue with conditions

The Planning Commission on July 23 approved a conditional-use permit to allow a group fitness studio at 7480 Manor Avenue, contingent on three conditions the commission attached.
Applicant Angelina Nsana told the commission she has led group fitness programming since 2018 and plans mat Pilates, mat yoga and stationary spin classes in the Manor Avenue unit. Property owner Anthony Takacs (7474 Manor Avenue) said he has worked with the applicants for months and called them “well put together” and “a great addition to the area.”
Multiple nearby residents raised site-maintenance concerns during the public hearing. Marie Sluga (7971 Dartmoor Road) said a dumpster visible from Dartmoor has attracted dumped items, including a couch, and asked that the dumpster be moved to the west corner and fenced. Resident Sheldon Gellman (7979) described a wooden fence in disrepair along the rear of the parking lot and asked whether the owner would address it. Administration staff confirmed the transfer and maintenance of buffering and fencing is a condition of the CUP.
Kathy from administration told commissioners the CUP was before them because of a change in ownership and that the buffer fence and landscaping must be maintained; she noted the new owners assumed the parcel in 2025. After commissioners discussed screening, dumpster placement and code requirements, a motion to approve the recreational-use CUP with three conditions passed on a roll-call vote.
The commission did not change parking or the residential buffer as part of tonight—s approval; staff said any future site-plan or parking modifications would require additional engineering review and formal submittals.
