Planning staff presented an LMO amendment to tighten open-space and pathway standards for major subdivisions. Missy Lewick explained the package would remove detention/retention ponds and adjacent street buffers from the definition of counted common open space, require visually identifiable and usable common open spaces (minimum dimensions and contiguous area thresholds), and mandate internal pedestrian/cyclist connectivity and ties to the Town’s CIP pathway network.
Staff noted the Planning Commission recommended approval and that the amendments are intended to respond to perceived weaknesses in recent subdivisions — excessive tree clearing, linear layouts, and underutilized pockets of land counted as "open space." The committee discussed packet publishing errors (double-underline/strikeout formatting) and whether language that allows an official to “may” approve sidewalks should be changed to a mandatory "shall" in certain contexts. Staff said questions had been considered at the Planning Commission level and the draft before the committee reflected those recommendations.
Committee members agreed this amendment package should go to Town Council for further review and final action.
