Committee backs construction-management rules after debate over paperwork burdens

The committee considered a text amendment to add construction-management standards to the Land Management Ordinance. Staff said the amendment consolidates requirements already scattered through the code and fills gaps — most notably a binding requirement to secure active sites within 24 hours of a named-storm watch or warning and clearer refuse-disposal and traffic-control plan requirements.
Missy Lewick explained the amendment requires a refuse-disposal plan, weekly removal of construction debris, and a traffic/parking plan for construction activities so vehicles and equipment are not parked in right-of-way or access easements. It also requires tree-protection measures and clarifies enforcement pathways. Staff and code-enforcement leads said greater clarity will help enforcement in the field.
Several committee members, including one contractor and other council members, warned the new requirements could increase costs and delay small projects if permits require additional submittals; staff said the amendment does not require a design professional to prepare plans in most cases and that the amendment is intended to be common-sense and scalable. The committee voted to forward the amendment to Town Council.
