Commissioners weigh fire-protection, water access and ISO impacts for new rural zoning

At the work session, Tim Hancock and commissioners focused on emergency-service implications of allowing AG5 subdivisions without full mains. The Chair stressed "the wells are not don't provide fire protection anyway," and explained that wells are a drinking-water alternative while fire-protection water typically requires a minimum 6- to 8-inch main. Hancock said county fire staff suggested alternatives — cisterns, dry hydrants or sprinklers — and proposed a policy checkpoint: if AG5 use would materially harm the countywide ISO rating, the county could pause use of the district until the ISO issue is addressed.

Commissioner Cagle offered anecdotal numbers on insurance savings that could influence the cost-benefit of main extensions. "For example, you got a $1,000,000 house and you go from an ISO 2 to an ISO 2Y, the increase... is between $400 and $500 a year," he said, estimating a 10-year insurance savings of about $4,000–$5,000. Board members asked staff to run cost comparisons of extending mains versus private wells and alternative fire-protection measures before the ordinance text is finalized. No final decision was made; staff agreed to provide more detailed analyses, including the potential distance-from-main threshold for requiring mains.
