"The home address line is blank... it says residency is required on the form. That's not there," Kucera told council and urged a no vote on the appointment. Manning spoke in his own defense, saying he lives at 442 North Marias in Clawson, that the property is owned by the United Methodist Church which provides housing as part of his clergy duties, and that he is a registered voter in the county. The council placed Manning's appointment on the consent agenda and the consent agenda passed; the appointment is on record as effective through Dec. 31, 2026.
