The Planning, Zoning and Historic Commission moved to recommend denial of variance 157.149(b) — the request that open off‑street parking areas be allowed with asphalt grindings or other non‑paved, dustless material instead of a hard surfaced pavement — arguing the relief would change the essential character of the immediate area and could create long‑term problems. A motion to deny was seconded and carried on roll call in the commission meeting on July 22.
Commissioners repeatedly contrasted the applicant’s stated desire to preserve long‑standing operational rights with the village’s zoning design and public‑safety standards. One commissioner said, "I believe that granting that will alter the essential character of the locality," and noted that the commission should expect the village board to consider whether any relief is time‑limited and tied to an annexation agreement.
The commission also recommended denial of a separate screening and landscaping variance and urged that if the village board grants any relief it attach staff conditions already identified (defined parking stalls, security cameras, access for emergency vehicles) and consider sunset language tied to the annexation agreement term.
