Commissioner Stevenson strongly opposed continuing to amend the same contract. "Since November 2023, when we awarded this contract... this is the 5th amendment. This contract was originally for $120,000. Now it's 1.2 million. So at what point a contract amendment doesn't just become a new procurement?" Stevenson asked, urging the city to re-bid. Staff defended the approach, saying the city had a primary and secondary award at the time of the original bid; the secondary refused to sign and the awarded vendor's rates were favorable. The deputy city manager said rebidding could delay the project by three to four months and leave FPL to halt site work.
The commission voted to approve the amendment; the transcript records at least one recorded 'no' vote for the record.
