The commission approved two use-and-occupancy agreements with the Florida Department of Transportation: parcel 7756 will be set aside as park/green open space and parcel 3129 will be used for paid public parking and under-ramp parking. Staff said the agreements separate revenue-generating uses from non-revenue green space and that exhibits included existing and proposed configurations.
Public commenters supported the measures. Alexander Keller testified the additional parking would "alleviate the much, much needed problem that we have" and benefit congregants, restaurants and marina vendors. Felix Zukiewicz urged the commission to consider that houses of worship are community hubs and that parking access supports elderly and disabled congregants. Staff said the agreements include flexibility for future subleasing or build-out if the commission later desires.
The commission voted to approve both agreements.
