Commission to explore zoning-in-progress and amortization to ease small-business sign impacts

Commissioners raised concerns that the city’s current sign rules force some small businesses to remove signage and that bringing existing signs into compliance could be costly.
Staff said a zoning-in-progress could be used to pursue a clear regulatory goal and suggested expanding nonconforming-use language to amortize existing poll signs while preventing new ones. Staff offered to return with a short memo explaining options and how to treat pending sign applications.
"We can do a zoning in progress, but we must have a goal of which we're trying to obtain by putting the zoning in progress, and it can't last forever," Waters said. He said staff was preparing a white paper and would present options later this summer.
