Service Director Mr. Dahlquist reported on recent City Council actions affecting land use in Upland. He said the council approved an urgency ordinance that adds a 0.5-mile separation requirement between car washes after concerns about clustering; "we only have about 5 development standards. So, I added 0.5 mile separation requirement," Dahlquist said, noting the rule will prevent a new car wash proposal near an existing facility.
Dahlquist also summarized that council approved a zoning-code amendment tied to the housing element rezoning program, adding a footnote requiring rezoned parcels to provide a minimum of 20 dwelling units per acre where those parcels were rezoned to multifamily or business-residential mixed use. Staff said these changes were intended to ensure consistency with the adopted housing element and to address localized land-use concerns.
