The Historic Preservation Board approved a Certificate of Appropriateness on Jan. 14 for HRPB Project #25-00100314, a proposed multi-family building of roughly 3,675 square feet at 309 S Ocean Breeze, a non-contributing property in the South Palm Park Historic District. Staff recommended conditions to align the design more closely with Streamline Moderne elements; the applicant and architect explained the intent to avoid creating a false sense of history for a new building in an old district and proposed alternative details such as banding in lieu of applied muntins.
Architect Geoffrey Harris and owner Daniel Tanner addressed technical items including building elevation and drainage; Tanner said, "The crown of the road is base flood elevation 7.99 feet plus 1 foot," and the plans identified a top-of-wall height at 18 feet (the maximum allowable). The board approved staff-recommended Conditions of Approval while striking Condition 9c (the five-lite slider pattern requirement). Edmond LeBlanc moved for approval; Michelle Huffman seconded. The motion passed 5–0 with Ken Gross abstaining due to a recusal earlier in the hearing.
