Staff told commissioners the proposed use appears to be equal to or less intense than the prior nonconforming use and therefore likely would not require zoning approval, though the applicant will need building and sign permits and any necessary HVAC or fire-suppression upgrades. Commissioners asked about food handling, signage and HVAC; Bushey said she plans to update HVAC, use proper ventilation, and partner with local farms for product sourcing. The commission indicated general support at the pre-application stage.
