During the public-comment portion, Toni Teagle introduced the "Echo of Hope Collective," a peer-led mental-health and substance-abuse support initiative that she said would partner with NAMI Georgia and the Georgia Parent Support Group. Teagle requested access to city facilities for free groups and events, visibility in the city newsletter and social media, and partnerships with schools and faith leaders; council members expressed appreciation and interest in future partnership.
Frederick Manley raised concerns about youth programming and nonprofit funding (GYIP), recalled a prior July 3 discussion and suggested forming an independent review board and a tiered nonprofit mapping system to guide funding decisions. He also noted charter-based recusal requirements. Mayor Jake Ayers told the meeting that a nonprofit funding policy was discussed in the work session and had been deferred for review, with likely action at a future meeting.
