Chair Friesen framed ZTA 2603 as part of an Accelerate MoCo package intended to speed biotech and biohealth investment into Montgomery County by reducing regulatory timelines. He said the original expedited process was designed to shorten review timelines and that the amendments reflect planning feedback to broaden eligibility.
Ms. Ndu summarized the specific changes: new construction threshold lowered from 150,000 to 100,000 square feet; the existing/group‑of‑buildings threshold lowered from 50,000 to 25,000 square feet; adaptive reuse of 100,000 square feet would also qualify for the expedited approval process. Planning recommended approval; a climate assessment noted minor increases in building‑related emissions. The committee approved ZTA 2603 as amended by a 3‑0 vote.
Supporters said lowering thresholds and allowing reuse make the incentive more attractive in a challenging market; no written testimony was received and only the Planning Board spoke in the public hearing. The measure will proceed to the full council for further legislative consideration.
