A board member argued the city lacks a formal pedestrian or bicycle level‑of‑service (LOS) in the comprehensive plan or land‑development regulations and urged the board to add one so that sidewalks, crosswalks and trail improvements can be required or funded as development increases non‑motorized travel.
"I really think that there needs to be a level of service, actually designated for pedestrian and bicycle use," the board member said, noting past examples where pedestrian needs were not addressed because the code lacked an LOS standard. Staff (Speaker 3) replied that the transportation element, produced by a separate consultant, will address bicycle and pedestrian LOS and that staff will check whether the consultant's study already incorporates the LOS the board is requesting.
