Committee backs county‑executive CIP with cuts but keeps Rockville Theater Arts project

The Education and Culture Committee voted to send the county‑executive’s adjusted Montgomery College six‑year capital improvements program (CIP) to full council, accepting non‑recommended reductions that nevertheless retain funding for the Rockville Theater Arts renovation.

Committee staff summarized the request as a $499.7 million college proposal and a $445.3 million executive recommendation, a $54.4 million reduction largely made up of $41.4 million in general‑obligation bonds and $13.0 million in current‑revenue reductions. Staff listed the non‑recommended reductions to be forwarded: elimination of capital asset management system funding, a $2.0 million per‑year reduction in IT funding over six years, and a deferral of the Germantown Student Affairs building in one alternative scenario to free bonds for the theater arts project.

Doctor Williams, representing the college, framed the CIP as a workforce investment and urged the committee to preserve theater arts, saying, "This really is a budget that speaks about workforce." Chair Jiwando said she was inclined to accept the non‑recommended reductions because accepting the executive level would avoid putting Montgomery College at a disadvantage while other agencies cut.

Council Member Evans and Council Member Mink both voiced support for forwarding the package, citing constituent interest in the theater project and tight county bond limits.
