Staff said the project timeline was updated after WMATA selected Hines as master developer in May 2025 and noted $4.4 million was shifted within the CIP to support related North Bethesda work. Chris Conklin, director of the Department of Transportation, told the committee the land is owned by WMATA and there is a nonbinding memorandum of understanding that sets terms for county‑WMATA engagement and reimbursement; WMATA will participate through land value generated by future redevelopment.
Council members discussed the county—s role in funding infrastructure versus private development and said they would raise the issue again at full council to ensure the county—s investments align with economic equity goals. The committee accepted the executive recommendation for the infrastructure item by unanimous consent.
