The board considered case CCB04802025206 at 206 Douglas Street after staff reported the front wall showed signs of weakening, that temporary bracing had been installed without a permit, and that subsequent inspections found no permit activity. Staff recommended the board find Hummingbird Property NSB LLC in violation of IPMC 304.1 and give the owner until March 6, 2026 to bring the property into compliance or face fines of $200 per day (not to exceed $25,000).
Kristen Pizzuti, identifying herself as representing Hummingbird NSP LLC, said the building is old, houses six tenants and that repairs have been ongoing. “I try to keep the rent low so that they can afford to stay there,” Pizzuti said, and described steps being taken including drywall and foundation work; she asked for time to schedule inspections and said the general contractor was balancing multiple projects.
Board members expressed concern about occupant safety and sought engineering or permit evidence; staff reinforced that the front porch bracing plans should have been submitted by Dec. 5, 2025 per the chief building official’s earlier email. After discussion the board voted to accept staff’s recommendation to require compliance by March 6 and to impose the $200-per-day fine if the owner does not meet the deadline. The motion passed with one recorded dissent.
