She emphasized ear-tipping as the standard identifier for cats that have been sterilized through the program, and said the city is exploring options to expand capacity and partner agencies to increase the number of cats served. In 2025, the city funded spay/neuter for 49 community cats through Volusia County services, according to the presentation.
