The committee discussed Rockville Fire Station 3 during the FY27–32 CIP review, where staff said the station—constructed in 1965—has been in the CIP since 2001 but progress on a replacement site has stalled and funding for major work has been pushed to FY28.
"Instead of just a renovation, they are also looking at alternative site selections to build a new station," said Ms. Farag. She said the HVAC replacement project is in design with construction expected to start next year and that the county provided a FY24 supplemental appropriation of $397,000 for HVAC work. Staff estimated the HVAC/renovation scope at about $4.35 million.
County staff and the division chief described site selection as a slow process, with limited available land and complex negotiations. "Even were the volunteers to find a site, the process of negotiations for the acquisition... and then beginning a design process. We're talking 7 to 10 years," David Dice, director of the Department of General Services, told the committee. Staff said the county remains committed to keeping the existing facility functional in the meantime via interim HVAC measures and portable systems.
Committee members asked for clearer timelines and the rationale for the multi-year delay; staff recommended approval of the CIP funding schedule but acknowledged the county contribution (approximately $500,000 mentioned in staff remarks) will not cover the full cost of a new facility and additional funding sources will be required.
