Council asked to consider boosting pavement preservation from $600,000 to $1,000,000 annually

Grama Washugo, representing the capital/budget team, told the council that the city currently budgets $600,000 annually for pavement preservation and $20,000 for sidewalk preservation from the TBD sales tax. Using a $1,000,000/year StreetSaver scenario, staff said that roughly $1 million annually would be required to maintain the previously stated PCI target of about 79.
"What I would like is direction to bring back to you with our current plan, which is 600,000 a year, plus what he talked about in this presentation, which is around 1000000 dollars for you to look at it...and then give us direction of what you want in the 2027 budget," Grama told council.
Council members exchanged priorities and trade-offs. One member urged increasing the pavement preservation amount to avoid falling further behind; another proposed creating a $100,000 pot for emergency sidewalk repairs because the current $20,000 sidewalk line was judged insufficient. Staff noted TBD is a restricted sales tax revenue designated for pavement preservation but can also fund related items such as striping, bike lanes and sidewalks if council so directs.
Staff will return with detailed budget options for the 2027 cycle and a prioritized list of TBD projects for council consideration.
