Staff flags major rehab need for Union Ridge Parkway; design work underway

Grant Williams told the council that Union Ridge Parkway is a high-priority rehab candidate because of heavy truck traffic and accelerated deterioration. He said designers are working on the project and the city has performed falling weight deflectometer testing and other investigations to distinguish sections needing full-depth reclamation from areas that can be inlaid to save cost.
Williams described techniques under consideration, including cement treatment, high-mod or fiber-reinforced asphalt and selective full-depth reclamation. "We're exploring all avenues on that because I've told them I want this road to outlast me and the city of Ridgefield and then some," he said.
Staff said the anticipated cost to fully pave a road like Pioneer Street (used as an analogous example) could be on the order of $6.5 million, underlining the need to combine preservation funds, grant matches and careful design. Williams said the city will invite partner agencies to view any pilot applications of high-mod asphalt and will pursue cooperative demonstrations before large deployments.
No formal action was taken; staff said designers are roughly 80% through design for some downtown projects, and that additional testing and coordination with grant administrators and the port will inform final scope and schedule.
