Director Theresa Pope reported on mainstream vouchers and HUD-funded per-unit baselines, noting variances between HUD baseline amounts and actual per-unit spending and that the authority had 138 vouchers with 114 leased. She explained a plan to use a large beginning admin fee balance to fund salaries rather than risk recapture by HUD. On the FSS program, Pope said the authority has had nine program graduates since 2020, several family participants are in orientation or have contracts pending, and HUD notified the authority that it qualified for a second FSS worker after participant counts reached the qualifying threshold.
Committee members welcomed the news about the additional FSS worker, noting the program’s role in homeownership transitions and other participant outcomes. Pope confirmed HUD will cover salary and benefits for the FSS coordinator position. Staff did not propose new policy actions during the meeting; they will continue to lease vouchers and monitor program outcomes and funding use.
