Housing authority updates procurement thresholds to align with state rules

The New Smyrna Beach Housing Authority voted to update its procurement policy to match state purchasing thresholds, approving higher micro-purchase and small purchase limits during the March 9 meeting.
Director Theresa Pope told the board the federal micro-purchase threshold changed in October 2025 and that Florida’s threshold remains the more stringent standard. She asked the board to raise the local micro-purchase limit from $10,000 to $15,000 and to increase the small-purchase threshold from $250,000 to $350,000 so the authority’s policy aligns with state and federal practice. “In October 2025, the federal government's micro policy changed from $10,000 to $50,000 ... the most stringent is our state of Florida, which is $15,000,” Pope said.
Committee member (speaker 2) moved to adopt the change; Chair (speaker 1) seconded, and the board voted unanimously to approve the procurement update. Pope said contracts above the updated thresholds will still come to the board for approval before being signed. Staff will update procurement documents and procedures to reflect the new thresholds and continue to follow the most stringent applicable rules when federal and state rules differ.
The board did not record any opposition during the vote. The policy update was described as an administrative alignment rather than a change to competitive bidding requirements.
