Council member Mabry told the committee that the concept plan lacked acreages for many lots and warned the petitioner that ordinance requirements could change the design. “The 24 lots that are served off Valley Road, they have to be minimum of 1 acre,” Mabry said, citing the Nonurban Residential District and the PRD overlay. He said that requirement will influence the design if the plan intends lots smaller than 1 acre.
Planning staff acknowledged the ordinance language and agreed the minimum-lot-size rule would affect any refinement of the concept plan. Staff and the developer discussed options such as adjusting common ground or spreading lots further apart if needed. No waiver or zoning change was requested at this meeting.
