Committee presses developer on creek impacts, culvert design
Summary
Council members asked whether the proposed road connections and culverts would increase erosion or alter flow in a creek running through the site; the developer said engineers would size culverts and headwalls to mitigate erosion during design and improvement-plan phases.

Council member Trotterre pressed the petitioner on whether installing box culverts and grading through the creek area would accelerate erosion or change water flow. “I assume that that would accelerate or could potentially accelerate erosion issues. Is that the impact you're speaking to?” Trotterre asked.
Doug Nance responded that he is not an engineer but that box culverts would be sized based on flow and that headwalls and proper design would be used to reduce erosion. Planning staff reiterated that such details are typically resolved during engineering and improvement plans required if the project moves forward. No engineering-level decisions were made at this meeting.
