City spells out documents needed to finalize empowerment grant contracts; Aug. 15 deadline set

City staff walked grantees through the procurement documents required to establish purchase-order contracts that allow projects to begin. Sarah Wagner, grants manager for the neighborhood services department, said the city requires a certificate of good standing from the Missouri secretary of state (dated within two years), a certificate of insurance with the city listed as additional insured, an updated W-9 and, for awards of $5,000 or more, the E-Verify MOU and an E-Verify affidavit.
Wagner emphasized the timing and sequencing: "So that day is the 1st day for start of your grant," she said of the procurement email, and staff set a target that all contract documents must be complete by Aug. 15 so purchase orders can be issued. She advised grantees who applied under fiscal sponsorship to communicate that detail to the city so the contract can be hosted by the fiscal sponsor where appropriate.
