The commission discussed whether a negotiated trade (cash or in-kind work from the owner in exchange for land or other concessions) should offset the developer's obligation; they asked the owner for a cost estimate from his contractor and for staff to calculate the town’s net cost difference between the existing plans and the larger pipe.
