Council approved a retro‑active easement at 104 East High Street requiring the property owner, Anthony Hickey, to dig a ditch and install a pipe linking a PennDOT catch basin to a borough catch basin; the borough will accept responsibility for the two basins and approximately 60 feet of connecting pipe.
Solicitor Tim Wachter will draw up the written easement; under the agreement the property owner takes responsibility for the ditch while the borough installs and maintains the borough catch basin and the roughly 60 feet of pipe between basins. The motion was moved by Councilor Osborn, seconded by Councilor Kerns, and carried unanimously.
