Trustees approve safety railings and required flow meter for village water plants
Summary
Board approved $34,776 to install safety railings at water-treatment-plant mezzanines and $44,140 to purchase and install a required finished-water flow meter following an EPA inspection; staff said railings were needed for OSHA compliance and contractor access.
Public Works staff said contractors had declined certain work because mezzanine access at both water-treatment plants lacked guardrails and ladder systems to meet OSHA requirements. Staff recommended soliciting qualified proposals, and, because of the safety concerns and to expedite work, recommended waiving bidding and awarding the railing installation to Don Mechanical for $34,776.
Separately, staff said an EPA inspection at the East Water Treatment Plant found the finished-water flow meter was not working and that the meter is required by the EPA. Staff recommended purchasing the meter and using Frank Marshall Electric and J and S Construction for installation at a total project cost of $44,140 (budgeted at $80,000). Trustees approved both items by roll call.
