City Councilor Tom Anderson said staff are preparing a community plan and updating the development code to implement River Terrace 2.0 and that "that work is expected to be completed by mid‑2027." He said once the plan is completed and the area is annexed into Tigard, the city will begin accepting development applications.
Anderson emphasized that property owners will decide whether and when to develop their land, so the neighborhood is expected to build out gradually. He said "1st construction could begin in early 2028," framing the timeline as contingent on planning, annexation and private development decisions.
