He said once the plan is completed and the area is annexed into Tigard, the city will begin accepting development applications.
Anderson emphasized that property owners will decide whether and when to develop their land, so the neighborhood is expected to build out gradually. He said "1st construction could begin in early 2028," framing the timeline as contingent on planning, annexation and private development decisions.
