Case planner Mr. Guillain told the hearing that the property is a 36,790-square-foot lot in the industrial zone and that the existing tavern occupies a 4,502-square-foot tenant space. The staff report said the business has operated at this location under prior conditional use and parking exception approvals and that no physical modifications are proposed for the site. "Staff believes the required findings of fact can be made for this case and recommends that the planning hearing officer approve the request," the case planner stated during the presentation.
Applicant Kirk Nishikawa, who identified himself as one of the owners, said the business has operated for about 10 years and that the request is aimed at diversifying offerings and stabilizing revenue. "We're technically the 1st brewery in Glendale's history," Nishikawa said, and he described the requested change as mainly a modest expansion of permitted products (adding wine, cider and similar items using existing equipment) and limited additional hours for special events.
The staff report and the police department review disclosed standard conditions intended to mitigate negative impacts; the police department provided standard comments and indicated it did not have concerns with continued operation. No written public comments were received before the hearing, and no callers or in‑person speakers registered to speak at the meeting.
Pruitt closed the hearing after announcing approval and said a formal decision letter will be prepared and sent to the applicant and to all persons who responded to the public notice; appeals may be filed under Glendale Municipal Code Title 30, Chapter 30.62 within 15 days of the decision date listed on that letter.
