The Donald City Council at a Feb. 24, 2026 work session set a schedule for evaluating City Manager Eric Underwood as it prepares for upcoming contract negotiations. Mayor James Houdyshell asked Councilor Wright to present on performance-review criteria, and Underwood provided the current job description for alignment with the evaluation process.
Councilors discussed different performance-evaluation tools and whether to weight categories. There was consensus that the City Manager and staff should use the same performance-review criteria as the City Council. The council decided it will approve the evaluation forms at the March 10, 2026 council meeting. The City Manager and staff were asked to complete the manager’s self-assessment and staff evaluations by March 13 and return them to the city’s contract attorney; councilors were asked to complete their review documents by March 18. An executive meeting to review results is scheduled for March 24 at 6:45 p.m.
The council noted that once the City Manager’s contract has been negotiated, the council will vote on accepting it at a future public meeting. The work session record shows staff and council agreed to allow councilors to communicate with staff about the manager’s performance, with staff compiling submitted material for council review.
