City Manager Eric Underwood told the council that the cost to complete infrastructure projects has risen significantly and that finishing Well #3 as designed would require roughly $700,000 more than currently available. He said staff are hoping to put a reduced-scope project out to bid to get the well operational sooner rather than later, and that he has been discussing loan options and funding needs with Senator Jeff Merkley and Representative Val Hoyle Salinas (as recorded in the minutes).

No formal funding decision was made at the meeting; the council heard the update and staff will pursue bidding and funding conversations.
