Council adopts first 2026 budget amendment; adds $35,000 for reader boards, flags reserve shortfall

On second reading the council adopted Ordinance 2841, the first budget amendment for fiscal year 2026.
Finance Director Kristen Reed explained changes between readings, saying she had "added an additional $35,000 for 2 digital reader boards, that'll be paid for out of the street fund." She explained the transfer was split across funds using the existing IT budget percentages. Reed also warned that Fund 35 (Facilities Fund) would be brought below the city's reserve policy as a result of the amendment.
Committee recommended approval and council adopted the amendment after a motion and voice vote. The record shows the committee was in full favor of the budget amendment; staff and council noted the amendment is intended to reconcile estimated and actual beginning fund balances for fiscal 2026.
