Council authorizes settlement agreement with QMC and David Grampa, holds executive session

The Eden Plus City Council voted July 13 to authorize the mayor to sign a settlement agreement resolving an appeal related to a mixed‑use project. City Attorney Joanna told council that developer QMC (referred to in the record as "Cortera" or QMC) and neighbor David Grampa have signed the agreement and that city staff had negotiated terms limited to non‑monetary provisions.

Joanna said the resolution's language provides background on the case and the reasons staff recommended approval. She described the current status as "pending some decisions of motions by the parties" and said the parties had been engaging in settlement negotiations; she then asked the council to recess into executive session under "RCW 42 31 10 subsection 1 I" to consult with legal counsel. The council entered a 10‑minute executive session and reconvened, after which Councilmember Frazier moved to approve Resolution 1883 and authorize the mayor to execute the agreement; the motion carried.

According to Joanna, two other appeals were dismissed as insufficient and the remaining appeal by Mr. Grampa led to the negotiations; staff said the city’s review found the settlement terms were within the scope of the original permits and did not require monetary contributions by the city. The council’s vote formally authorized the mayor to sign the settlement, and the city attorney said no additional executive session was necessary. The meeting adjourned at 7:48 p.m.
