Councilors reviewed and approved a one-year FY27 memorandum of understanding (MOU) with the Page Lake Powell Chamber of Commerce that raises the city's annual contribution from $35,000 to $40,000 and updates contract provisions and contact information.
Adam (councilor) explained the increase, saying roughly $2,500 of the additional $5,000 would be offset because the chamber will purchase or rent portable restrooms for the balloon regatta and that the remainder reflects an approximately 5% increase in line with CPI. He said the MOU was shortened to a one-year agreement (fiscal year 2027) to allow the city to review performance and accountability next year.
The chamber president described the balloon regatta vendor fair expansion and noted, "we're taking over the cost of the restrooms," saying the event is the largest in the region and the chamber is seeking the additional funding to continue that work. Councilor Herringer asked a clarification about gift-clause restrictions and was told the funds support specific events and deliverables listed in the MOU. Councilor Farrell moved to approve the $40,000 FY27 MOU and authorize the mayor to execute it; the motion passed with one abstention noted on the record. Council directed staff to correct a formatting item under contract payment terms (spelling/formatting of "30 days") before final execution.
