New state law will require Toms River schools to post legal notices online starting March 1, 2026, district told

Mister Burns told the Board that Senate Bill S4654, signed by Governor Murphy on June 30, 2025, requires public entities to publish legal notices on their websites beginning March 1, 2026, and to archive those notices for one year. "Beginning in 03/01/2026, public entities must publish their legal notices on their website in a conspicuous location," Burns said, and added the district has already complied with online posting practices.
Burns explained an interim requirement: from January 1 through March 1, 2026, the district must publish legal notices twice per month both online and in newspapers. The law also requires posting a link to notices with the Secretary of State for inclusion in a statewide public-notices database; Burns said the district has contacted the Secretary of State but the central database is not yet operational. He distributed copies of the new statute to board members and took questions about how the district will implement the posting and archiving requirements.
