Council approves plan revision for on‑site sewage system at 372 Daughtry’s Run Road

Jeff Brooks of Brooks Engineering, who prepared the submission, said the lot’s small size left no viable alternate location and described the proposed EcoFlow system. “It’s a completely self‑contained sealed system with a discharge into the stream,” Brooks said, adding that the system includes a coconut‑husk chamber for secondary filtration and a UV light to disinfect the effluent. Brooks said testing included in the packet did not indicate contamination and noted an installation and maintenance agreement requiring three inspections per year and escrow funding to support enforcement if needed.
Councilmembers asked about homeowner maintenance and inspection responsibilities; Brooks explained the SEO (sewage enforcement officer) will receive inspection reports and the recorded maintenance agreement will transfer with the property. Council amended resolution language addressing who is listed as ‘council’ versus ‘counsel’ and approved the motion 5–0.
