Committee recommends $32,000 appropriation for wastewater plant HVAC repairs after system contamination found

Chris Tarr, Utilities Maintenance Manager, told the committee that after contracting Precision Temperature Controls in January 2026 to replace the wastewater plant HVAC, crews discovered degraded glycol with an unbalanced pH causing equipment corrosion and failing phenolic valves. "Part of this would replace 500 gallons of glycol," Tarr said, and proposed adding a filter, associated piping, circulation with a cleaner called FERNOX, and replacing 10 phenolic valves as part of a single project.
Tarr asked the committee to recommend that the City Council adopt resolution R2026‑36 to appropriate $32,000 from the wastewater capital reserve for the HVAC replacement project. A council member moved and seconded the recommendation; the committee approved the appropriation unanimously. Tarr said combining the work into one project will make the repairs easier to complete and help stay within a limited budget.
