Councilor Denny Nielsen provided several infrastructure and funding updates. He said the North Santiam Sewer Authority's 3-Basin rule was approved unanimously at the Dec. 2 EQC meeting and that the council must evaluate technologies and funding mechanisms — potentially exceeding $1 million — to serve business-district property owners.
On the community center septic expansion and event kitchen buildout, Nielsen said the design engineer completed project plans in October but Marion County sanitation test pits were unsuccessful due to debris in the area; the engineer will evaluate alternatives such as extending the drain field or using a sand filter. Nielsen also said the USDA has validated a $468,000 grant for the event kitchen buildout; the grant funds will be available once the septic permit is obtained.
Nielsen said bidding for the Detroit Avenue redevelopment is underway and that the city continues to work with state and county representatives on lake-level drawdown advocacy.
