The Zoning Administrator explained the recommendation: an initial three-month term, capped at $5,000, with the consultant beginning around August 3 and a finance-committee review scheduled for Aug. 11 to determine the funding line. Councilors questioned the $50 hourly rate and whether the consultant's software experience matched town systems; staff said the rate was below comparable vendor rates and that the consultant had small-government payroll and bookkeeping experience. After discussion, a councilor moved and a second carried; the mayor called the roll and the motion passed: "Motion passes."
Council asked that the finance committee and auditor review where the expense will be drawn from and provide a recommendation at the next regular meeting.
