Trustee raises recruiting concerns as transfer policy is reviewed

During questions on the JFAB first reading, trustee Ballard raised concerns about athletic recruiting and student movement between schools as the district opens two new high schools.
Ballard asked whether the policy contains measures to prevent recruiting or students moving for athletic reasons. Mr. Ruth responded that the district is diligent and will report suspected recruiting to the South Carolina High School League. "If there is...evidence of recruiting that is going on either to our schools or from our schools, it's incumbent upon us to report those as violations to the South Carolina High School League," he said. He added that league eligibility rules — including the one-time transfer rule and senior exceptions — remain in force.
Trustees discussed monitoring and reporting procedures and asked community members to bring any concerns to staff for investigation. The discussion was part of the larger transfer-policy review and did not result in a separate motion or vote.
