Chairperson Condon moved for the moratorium and the motion passed after a roll call vote in which Commissioner Perez voted no.
City attorney Tom reiterated that moratoria require concrete findings relating to public health, safety or welfare to withstand possible legal challenges, and staff said the commission's recommendation would be reported to the council along with supporting analyses. The commission directed staff to prepare materials for council review and to return with any necessary legal findings.
