Village approves HONK pay-by-phone parking for non-residents at $10 an hour

The Village of Michiana council voted April 11 to adopt a pay-by-phone parking system for non-resident visitors using HONK Parking Operations. Tim McCarthy moved to implement the program with a $10-per-hour rate for non-residents; Brian Cassidy seconded and the motion passed unanimously.
John Cherewko of HONK explained features of the service, saying, “This program requires No App; visitors would scan the QR code on the sign with their phone.” He told the council the village would retain full control over pricing and when the system is active, and HONK would remit receipts to the village monthly. Council members discussed typical event use and agreed the system can be disabled for village events. The council recorded that HONK’s fees include a 2.9% credit-card processing charge and a $50 monthly service fee to the village.
The program will not apply to residents who display parking tags or golf-cart stickers, the council said. Tim McCarthy and other council members described the system as a way to manage parking near the hall and park without requiring staff to collect fees during events. The council did not set an implementation date during the meeting; staff will proceed with vendor onboarding and sign placement.
