Council authorizes city manager to submit WSIG application for Killeen Cove water project

Council authorized the city manager to submit an application to the Texas Water Development Board under the Water Supply and Infrastructure Grant (WSIG) program for the second phase of the Killeen Cove replacement project. Scott Osborne, assistant city manager and director of public works, said the state legislature appropriated ~ $1.038 billion for WSIG and that communities can compete for grants that may cover 100% of qualifying projects.
Osborne described the Killeen Cove replacement project as nearly fully designed (about 60% complete) and asked council to authorize staff and consultant Strand Engineering Group to complete a competitive grant application to pursue approximately $13 million in funding. "If we're successful...I would like city council's authorization move forward with an application in an attempt to get $13,000,000 from the state of Texas," Osborne said. The council voted to adopt Resolution 2026-20 and authorized the city manager to act on all matters related to the application.
Staff cautioned that the program is competitive and that the city's higher median income compared with some other applicants could affect scoring, but noted the readiness of the project as an asset. The action authorizes staff to submit documentation and to work with Strand Engineering on the application.
